			<content:encoded><![CDATA[<p>Last week, <a href="http://teamfisher.com/saskatoon-neighbourhoods/montgomery-place/">Montgomery Place</a> residents scored a bit of a win when the <a href="http://www.saskatoon.ca">City of Saskatoon </a>announced that a <a href="http://teamfisher.com/montgomery-place-residents-win-one-as-proposed-wind-turbine-gets-scrapped/">proposed wind turbine</a> at the nearby landfill would not go ahead as planned. This week, they weren’t so lucky as city administrators prepared a report for council that states a proposed multi-family development on land just North of 11th Street can move forward in the approval process.</p>
<p>The report states that existing zoning is appropriate for the proposed development which will meet the city’s long-term plans to encourage a mix of housing types in all neighbourhoods. Currently, single-family homes are the only type of housing available in the Montgomery area. Further, the report explains that the development will contribute to a “more compact and efficient urban form and make effective use of existing community infrastructure,” an important consideration given the rapid population growth that Saskatoon is experiencing.</p>
<p>Once the approval process has been completed, five acres of the 18-acre parcel of the land owned by <a href="http://northridge.sk.ca/">North Ridge Developments</a>will become home to a 192 unit apartment complex. The remaining 13 acres will likely be developed as demand dictates. The current plan calls for up to 750 housing units when complete.</p>
<p>The project met resistance from <a href="http://www.montgomeryplace.ca/">the area’s community association</a> who feel that the development is “out of step with the character of adjacent Montgomery Place,” according to <a href="http://www.thestarphoenix.com/Montgomery+development+proceed+Lorje+says+decision+dishonours+veterans/5988075/story.html">a story in the Star Phoenix</a>. Many residents of the historic area that was developed in honour of Second World War veterans feel that the neighbourhood has been “under siege” as the area around them changes to accommodate and expanded landfill, a new bus barn and city yards site, and the extension of Circle Drive South.</p>
<p>In one seemingly over-the-top expression of concern, Councilor Pat Lorje, speaking about Second World War veterans, declared the move as an end to “the recognition of their sacrifice.”</p>
<p>I’m going to go ahead and make two bold predictions. Saskatoon will continue to honour the sacrifice of our Second World Wars veterans, and Montgomery Place will maintain its unique charm for years to come in spite of this development. It’s a beautiful area now and so it will remain.</p>

<p>Construction is underway on the new <a href="http://www.affinitycu.ca/" target="_blank">Affinity Credit Union</a> offices which will be located at 710 Duke Street in Saskatoon’s <a href="http://teamfisher.com/saskatoon-neighbourhoods/city-park/">City Park</a>. The construction plan, managed by <a href="http://www.meridiandevelopment.ca/" target="_blank">Meridian Development </a>will make use of the existing 49,000 square foot building on the site. Some additional space is being added at the North end of the building to accommodate what appears to be the main entrance to the offices.</p>

<p>As a former school, the parcel includes a fair bit of land that had previously been used for recreation. It looks like the construction plan will leave a lot of room for additional development to the North and to the East of the existing building. I expect that we’ll eventually see that land used for condominium development, but that’s only a guess.</p>

<p>The building was originally constructed in 1927 by the <a href="http://www.spsd.sk.ca/" target="_blank">Saskatoon School Board</a>  as Wilson School. When the school amalgamated with <a href="http://www.spsd.sk.ca/schoolsprograms/elementaryschools/northparkwilson/about.html" target="_blank">North Park School</a> in 1993, the property was purchased by the <a href="http://www.fnuniv.ca/" target="_blank">First Nations University of Canada</a> who used it as a school until 2011 when funding issues forced them to sell.</p>

			<content:encoded><![CDATA[<div>Residents of Saskatoon’s <a href="http://teamfisher.com/saskatoon-neighbourhoods/montgomery-place/">Montgomery Place </a>area are rattled at the thought of apartment buildings in their area, one of the few neighbourhoods in the city that is comprised entirely of single-family dwellings.<a href="http://northridge.sk.ca/">North Ridge Developments</a>, which owns an 18 acre parcel on 11th Street East is seeking approval to build three four-storey rental apartments with a total of 192 units on five acres of that land. The remaining 13 acres could be developed if an appropriate level of demand exists. The current bylaw allows for this type of construction, and has since 1979, but a designation added in the ‘90’s requires developers to show that the existing infrastructure is adequate to accommodate new development. Residents of the area feel that a potential doubling of the population in the historic area would lead to traffic congestion and over-populated schools.</p>
<p>Montgomery residents seem to be feeling a bit “under siege,” according to <a href="http://www.thestarphoenix.com/news/Montgomery+battle+brews/5948817/story.html">a recent story in the Star Phoenix</a>. <p>Collective Coffee, the latest addition to the <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/riversdale/">Riversdale</a> business district opened its doors yesterday to become the first operating tenant at Saskatoon’s Two Twenty.</p>
<p>Located at 220 20th Street West, this charming little coffee stop immediately comes off as a fun place to be. With just four tables and a stand up bar, fifteen people feels like a party, and hey, who doesn’t want to be at a party?</p>
<p>We met warm and friendly people on both sides of the amazing service counter that’s constructed of salvaged pickle wood from the former vinegar factory and beautifully framed in steel strapping that was reclaimed from the old Toon’s Kitchen dumbwaiter.  Darkly stained fir wall panels, steel I-beam shelving and a display of local art complete this collection of Saskatoon treasures.</p>
<p>Floor to ceiling windows along the south side of the shop welcome the sun for a good part of the day and the overhead door will provide a great connection to additional sidewalk seating for at least half of the year.</p>
<p>Naturally, espresso, macchiato, cappuccino, latte, coffee and tea are all on the menu and were served up by a couple of baristas who actually seem to understand that a warm smile is the perfect compliment to a hot coffee.  An impressive offering of baked goods from breakfast cookies to pumpkin and chocolate chip bread was also available.</p>
<p>Overall, Collective Coffee is a pretty cool addition to the Riversdale neighbourhood. Take a few minutes to check it next time you&#8217;re in the area or downtown.</p>

			<content:encoded><![CDATA[<p>City manager Murray Totland says the proposed $50-million <a href="http://www.mendel.ca/category/ags/about_ags" target="_blank">Art Gallery of Saskatchewan</a> is now “rock solid” with all funding agreements between Saskatoon and the provincial and federal governments completed.  Announced two-years ago, the art gallery is still in the design stage but construction should begin as early as 2012. The gallery will be built next to the <a href="http://www.persephonetheatre.org/home.php" target="_blank">Persephone Theatre</a> at <a href="http://www.riverlanding.ca/" target="_blank">River Landing</a> in Saskatoon’s <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/central-business-district/" target="_blank">Central Business District</a>.</p>
<p>As it opens, the <a href="http://www.mendel.ca/" target="_blank">Mendel Art Gallery</a> will cease to operate at its <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/city-park/">City Park</a> location where it has been since 1964. A wing within the new gallery will serve as a tribute to Saskatoon’s first gallery and the Mendel family whose generous financial contributions made it possible. A <a href="http://www.teamfisher.com/kinsmen-park-and-mendel-art-gallery-site-targeted-for-renewal/">planning process for renewal</a> of the Mendel site and Kinsmen Park is underway.</p>

He talks about the renewal that’s occurring in the <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/riversdale/">Riversdale</a> area and how the area is changing as new people move in.</p>
<p>This kind of renewal is hard and it takes a long time but <a href="http://www.teamfisher.com/south-caswell-concept-plan-moves-forward/">new development in South Caswell Hill</a> and at <a href="http://www.teamfisher.com/paid-in-full-three-steps-forward-for-saskatoon%E2%80%99s-river-landing-village/">River Landing</a> could certainly bring lots of positive change to the relatively small residential neighbourhood that enjoys a wonderful location along the edge of the river and the <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/central-business-district/">Central Business District</a>. There certainly seems to be a committed group of thoughtful and progressive people leading the charge for change.</p>
<p>The discussion and debate that follows is particularly interesting. Clearly, fear is a major factor, at least for those who are outside looking in. Finding ways to address those fears would be a major step forward.</p>

			<content:encoded><![CDATA[<p>City council approved a rezoning application from the <a href="http://www.saskatooncoop.ca/">Saskatoon Co-operative Association</a> Monday that will allow for construction of a 30,000 square foot grocery store to be located to the south of the existing Co-op convenience store and gas station at Stonebridge Boulevard and Clarence Avenue. The major Saskatoon grocer will undoubtedly be welcome in the quickly growing <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/stonebridge/">Stonebridge</a> area and should be able to attract customers from the Willows and number of other residential areas located just north of Highway 11.</p>
<p>Construction on the new grocery store could begin as early as the spring of 2011 and wrap up before the end of the year if all goes well. The store will ultimately employ 80-100 people according to Grant Wicks, general manager of Saskatoon Co-op.</p>

			<content:encoded><![CDATA[<p>Saskatoon’s public and Catholic school boards both passed resolutions this week to officially remove the pursuit of elementary schools for the <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/arbor-creek/">Arbor Creek</a> area from their agendas. The respective moves practically end all speculation as to whether or not schools in the area would ever be a priority.</p>
<p>The writing has been on the wall since 2007 when both school boards shifted their future focus from Arbor Creek to the quickly developing neighbourhood to the northeast, <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/willowgrove/">Willowgrove</a>, which will ultimately be a more densely developed area with a higher population of elementary school aged children.</p>
<p>In October, <a href="http://www.dundeedevelopment.com/index.htm">Dundee Realty Corp</a>., developer of Arbor Creek and owner of the 8-acres of land set aside for schools <a href="http://www.teamfisher.com/dundee-realty-corp-moves-for-rezoning-of-arbor-creek-school-sites-for-residential/">began the process of rezoning the land</a> for residential use. According to a story in today’s Star Phoenix, “A letter to the Catholic school board says Dundee&#8217;s plan is to develop 45 single-family lots. The two sites under redevelopment are separated by Arbor Creek Park off Horlick Crescent and Wright Crescent.”</p>
<p>Most children living in Arbor Creek attend school in nearby <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/erindale/">Erindale</a>.</p>

<p>A $3.7 million plan to beautify the 25<sup>th</sup> Street entrance to Saskatoon’s <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/central-business-district/">Central Business District</a> has been approved by the city’s planning and operations committee and received strong support from city councillors Tuesday.</p>
<p>The project, which is scheduled to take shape over two years following the extension of 25<sup>th</sup> Street to Idylwyld Drive calls for lush landscaping including trees, hedges and flowerbeds, benches, lighting and public art exhibits.</p>
<p>City planner Jeanna Smith told the committee that the goal in planning was to create a distinct identity and a pedestrian friendly corridor for the 25<sup>th</sup> Street entrance.</p>

			<content:encoded><![CDATA[<p>A group of Saskatoon churches have pledged support to work together to assist in fundraising for the proposed “<a href="http://goodfoodjunction.com/page.php?2" target="_blank">Good Food Junction</a>,” a full service co-operative supermarket that would operate at <a href="http://station20west.org/index.html" target="_blank">Station 20 West</a>, assuming that private funding goals are met and the “cluster of community services” becomes a reality. <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/pleasant-hill/">Pleasant Hill</a> and <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/riversdale/">Riversdale</a>, two of Saskatoon’s poorest neighbourhoods have been without a grocery store for more than a decade. The low-income residents in these communities already face mobility challenges making it difficult to seek services in other areas.</p>
<p>$650,000 is needed to fund equipment for the store and church leaders from a number of Christian denominations have pledged to promote the cause leading up to the Christmas season.</p>

			<content:encoded><![CDATA[<p>Saskatoon city council has just approved the purchase of 180 acres of land that will serve as a new location for the Saskatoon Transit Service bus barns, the public works department and the city yards, according to Sean Shaw who is <a href="http://www.blog.seanshaw.ca/?p=716" target="_blank">live blogging</a> from tonight’s council meeting.</p>
<p>The parcel is located west of the Saskatoon landfill, south of <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/montgomery-place/">Montgomery Place</a> and north of Valley Road. The location may have once been considered impractical, but when completed, the new Circle Drive South bridge will provide easy access to the east side of the city for buses and snow plows.</p>
<p>The relocation of the public works department and the city yards will free up twenty-four acres of prime land in north <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/central-business-district/">downtown</a>. A new home for the bus barns was the next major step in moving the <a href="http://www.saskatoon.ca/DEPARTMENTS/Community%20Services/PlanningDevelopment/Documents/Neighbourhood%20Planning/South_Caswell_Concept_Plan/SCCP_Main.pdf" target="_blank">South Caswell Concept Plan</a> forward. The plan calls for the redevelopment of two whole city blocks including a number of affordable housing initiatives, some commercial space, a dog park of approximately 8,000 square feet and a 65,000 square foot neighbourhood park space. This move will come as great news to <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/caswell-hill/">Caswell Hill </a>residents who have had to deal with the noise and the smell of the public transportation facility for years.</p>

<p>The owners of Christie’s Mayfair Bakery opened their second store early this month at 802C Broadway Avenue and it appears to be a big hit already. It’s no wonder, really, given Christie’s longtime reputation in Saskatoon for quality and value. This store, Christie’s Il Secondo, serves as an outlet for goods produced at the 33<sup>rd</sup> Street bakery and it also brings another excellent coffee and lunch bar to <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/nutana/">the Nutana area</a>. A simple menu, presented on chalkboards, offers a selection of about a half dozen Panini bread sandwiches and six or seven authentic Italian pizzas, cooked on location in a wood fired oven.</p>
<p>My wife I made our first visit to Christie’s Il Secondo on Saturday afternoon. When we arrived at about 2:30 p.m. all of about three dozen seats in the place were full. Fortunately, by the time we reached the walk-up counter to place our order a table for two had opened up for us. We shared a Shevchenko sandwich (chicken and vegetables on toasted Panini) and a Margherita Pizza, both of which were excellent. With two cups of fresh brewed coffee, the total tab was twenty-eight bucks, a price that struck us as reasonable.</p>
<p>Christie’s Il Secondo is a perfect fit for the Broadway business district.</p>

Attendance at <a href="http://www.saskatoon.ca/DEPARTMENTS/Community%20Services/LeisureServices/Summer%20Facilities/Pages/KinsmenPark.aspx">Kinsmen Park</a> has declined forty percent in recent years. A $5 million dollar sponsorship agreement with <a href="http://www.potashcorp.com/">Potash Corp. of Saskatchewan</a> provides funding for a needed renewal that will link the four <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/city-park/">City Park</a> area amenities under one concept plan.</p>
<p>The $170,000 planning process was approved Monday by the city’s executive committee. Assuming that $100,000 in funding from next year’s budget is approved in December, the planning process for a transformation can begin immediately with the hiring of a consultant and a public call for ideas for the Mendel Art Gallery site that will become vacant when the Art Gallery of Saskatchewan opens in late 2014 at <a href="http://www.riverlanding.ca">River Landing</a>.</p>

They’re expected to be operational by mid-December and will provide roughly twenty-five percent of the energy required to heat the pool at the civic facility.</p>
<p>Partial funding for the project was provided by the Provincial and Federal governments with the balance paid through a loan to Saskatoon that will be retired over eleven years using money saved through reduced energy consumption. The new panels also reduce greenhouse gas emissions by roughly 111 tonnes per year.</p>
<p>Once the Lawson Heights project is complete, the city of Saskatoon plans to begin a similar project at the Harry Bailey Aquatic Centre.<br />
The installation of ninety solar panels that will be used as a supplemental heating source for the public indoor pool at the Lawson Heights Civic Centre in Saskatoon began today. They’re expected to be operational by mid-December and will provide roughly twenty-five percent of the energy required to heat the pool at the civic facility.</p>
<p>Partial funding for the project was provided by the Provincial and Federal governments with the balance paid through a loan to Saskatoon that will be retired over eleven years using money saved through reduced energy consumption. The new panels also reduce greenhouse gas emissions by roughly 111 tonnes per year.</p>
<p>Once the <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/lawson-heights/">Lawson Heights</a> project is complete, the city of Saskatoon plans to begin a similar project at the Harry Bailey Aquatic Centre.</p>

			<content:encoded><![CDATA[<p>Saskatoon developer Gary Gaudet is planning an “estate-style” residential development that would see the <a href="http://www.greenbryre.com/">Greenbryre Golf &amp; Country Club</a> reduced to a nine-hole course to make way for 143 half-acre lots that are practically at the city’s southeast edge.</p>
<p>While the plan still needs a stamp of approval from the <a href="http://www.rmcormanpark.ca/">RM of Corman Park</a>, it’s expected to be forthcoming. The RM recently changed a bylaw that prohibited residential and commercial developments within 1.6 kilometers of Saskatoon city limits.</p>
<p>According to Gaudet, “close to 500 people have expressed an interest in buying a lot” so he’s feeling pretty confident that there’s a market for the parcels which have not yet been priced but are expected to be “around $250,000.”</p>

			<content:encoded><![CDATA[<p><a href="http://lakeplacidsaskatoon.com/">River Landing Village</a> appears to have taken one large, perhaps unexpected step forward today as project investors met the city’s deadline to provide proof that financing is in place to complete the first phase of development of the $200 million dollar hotel and condominium project proposed for Parcel Y in the south <a href="http://www.teamfisher.com/saskatoon-neighbourhoods/central-business-district/">downtown area</a>.</p>
<p>The larger surprise may have been the announcement that River Landing Village will proceed without <a href="http://www.lpdi.ca/">Lake Placid Developments</a> and its CEO Michael Lobsinger who originally brought the proposal forward and twice purchased the land from the city. After defaulting on deadlines in deal number one and losing his hold on the parcel Lobsinger struck a partnership with local businessman Kay Nasser who owns Victory Major Investments and managed to secure the land a second time, subject to financing approval. Instead of moving forward together, Nasser “bought out Michael Lobsinger and Lake Placid,” according to the story on the Star Phoenix website, and secured financing himself.</p>
<p>The financing package will now go to an independent audit to ensure that the funding that has been secured is sufficient to build an underground parkade and bring the project to grade level at an estimated cost of $50-60 million. If the auditor gives it the nod Victory Major Investments will have fifteen days to complete the land purchase by delivering a cheque for the balance of the $5 million price tag.</p>
